TL;DR: Telegram officially shares all your data to Russian authorities.

Telegram is included into Russian Registry of Organizers of Information Dissimination since 2017-06-28. Russian state laws oblige services listed in the Registry to:

Telegram must report to the State about all activities. It must store all user data, including conversations, metadata, session logs, etc., for at least 6 months on their servers. It must provide access to such data to government authorities – meaning FSB. Such data includes encryption keys.

Whereas London-based Telegram Messenger Limited Liability Partnership operates under UK laws, it is not clear if the company cooperates with Russian authorities.

Telegram has been included on the Registry in 2017. In April 2018 access to Telegram services in Russia were restricted. In June 2020 Office of the Prosecutor General of the Russian Federation removed the restrictions after Telegram’s founder3 “expressed his readiness to counter terrorism and extremism” (archived copy).
